Can someone request for a PSA Certificate that belongs to another person?

Yes. Anyone can request for the PSA Certificates of another person. However, the requested PSA Certificate may only be issued to (delivered) or received by the following:

  1. The owner himself or a duly authorized representative.
  2. Owner’s legal spouse, father, mother, son or daughter.

Person receiving the documents must present the following:

  • Valid Original ID from the owner, legal spouse, father, mother, son or daughter
  • Valid Original ID of the Authorized Representative and submit the following upon delivery
    • Original Signed Letter of Authorization from the owner, legal spouse, father, mother, son or daughter
    • Photocopy of the Valid ID from the owner, legal spouse, father, mother, son or daughter
    • Photocopy of the Valid ID of the Authorized Representative
